addendum classification · clarification

The classification field on addenda has been the subject of repeated enquiries. For the avoidance of doubt:

internal: drafted for the registrar's own use; circulated within the registry only.

internal/restricted: as above, with circulation restricted to named individuals.

circulated: distributed beyond the registry, e.g. to subscribing institutions.

Public visibility on the /addenda page does not imply circulation in the formal sense; some internal addenda are surfaced publicly with redactions where doing so serves the registry's accountability obligations.
