annual head-hash declaration

As required under the indexing integrity construction, the standing registrar publishes the head-hash of the catalogue as of the close of the registry's accounting year.

The head-hash for the year just ended is held by the notary; subscribers may request the value by post and verify it against any retained copy of the catalogue.
